Bitung, VivaSulut.com – Komisi Pemilihan Umum (KPU) Kota Bitung menyatakan pihaknya menentukan tema debat pasangan calon (Paslon) wali kota dan wakil wali kota berdasarkan Rencana Pembangunan Jangka Menengah Daerah (RPJMD) teknokratik.

Menurut Ketua Divisi Sosialisasi Pendidikan Pemilih, Partisipasi Masyarakat dan SDM KPU Kota Bitung, Wiwinda Hamisi, RPJMD teknokratik adalah dokumen perencanaan pembangunan daerah yang disiapkan oleh pemerintah daerah sebelum terpilihnya kepala daerah.

Dokumen itu disusun dengan pendekatan teknokratik, yaitu menggunakan metode dan kerangka berpikir ilmiah.

“RPJMD teknokratik, ada banyak aspek dan isu strategis yang bisa dijadikan tema debat,” kata Wiwinda, Selasa (12/11/2024).

Alasan megacu pada RPJMD teknokratik, kata Wiwinda, karena amanat Undang-undang bahwa Paslon diwajibkan menyusun visi-misi dan program kerja berdasarkan RPJMD dan begitu juga debat harus mengacu pada RPJMD.

“Tidak boleh keluar dari RPJMD teknokratik karena akan dipakai kelak ketika Paslon dinyatakan sah sebagai wali kota dan wakil wali kota,” katanya.

Di RPJMD, lanjut Wiwinda, ada ratusan sub bagian dari sekian puluhan aspek. Maka dari itu tim perumus wajib membaca RPJMD dan merumuskan tema per aspek mengambil satu sub untuk dijadikan tema, termasuk isu-isu strategis dengan mempertimbangkan visi-misi Paslon.

Soal tema pendidikan, kesehatan dan pariwisata, perempuan berhijab ini menyatakan sudah pernah dihadirkan di debat pertama dan kedua. Sehingga, di debat ketiga, pihaknya fokus ke tema yang belum pernah diangkat sebagai bahan debat.

“Tema-tema dipilih berdasarkan usulan tim perumus dengan mempertimbangkan aspek-aspek pada RPJMD. Kesehatan, pendidikan dan budaya itu satu aspek yang sama. Yaitu aspek kesejahteraan masyarakat. Olehnya sudah tidak dipakai lagi dan mengambil aspek lain yang belum ada,” katanya.

Adapun tema debat ketiga yakni;
1. Keuangan dan Fiskal Daerah
2. Potensi Investasi
3. Ketahanan Pangan
4. Tata Kelola Sampah & Limbah Industri
5. Pemantapan peningkatan PAD dan sumber pembiayaan yang sah.
