Pemkot dan DPRD Bitung Gagal Ketuk APBD Perubahan 2024

Bitung, VivaSulut.com – Sejarah baru ditorehkan Pemerintah Kota (Pemkot) dan DPRD Kota Bitung. Dua lembaga ini gagal membahas APBD Perubahan 2024 hingga batas waktu berakhir, Senin (30/9/2024).

Mengacu ke Permendagri Nomor: 15 tahun 2023 tentang pedoman penyusunan APBD Tahun 2024 batas waktu pembahasan dan penerapan APBD Perubahan, 30 September dan hingga pukul 00.00 Wita, APBD Perubahan tak kunjung dibahas apalagi diketuk.

Gagalnya pembahasan dikarenakan, draf APBD Perubahan 2024 dari Pemkot Bitung tak kunjung dimasukan ke DPRD Kota Bitung.

Menurut Sekretaris Daerah Kota Bitung, Rudy Theno, pihaknya memang terlambat memasukan draft APBD Perubahan 2024 ke DPRD Kota Bitung.

Keterlambatan itu dikarenakan ada beberapa penyebab. Diantaranya adanya oknum pejabat dan ASN yang diduga sengaja memperlambat sehingga APBD Perubahan 2024 tak bisa dibahas.

“Draf APBD Perubahan 2024 yang berisi rencana pendapatan, belanja dan pembiayaan organisasi perangkat daerah ini jauh-jauh hari sebelumnya sudah siap. Tapi tidak tahu kenapa diakhir-akhir pemasukan draf tersebut banyak sekali terdapat kesalahan input yang menyebabkan harus diinput berkali-kali. Hingga pada batas akhir untuk memasukan itu tak juga selesai,” jelas Rudy, Selasa (1/10/2024).

Kesalahan imput, kata Rudy, diduga ada unsur kesengajaan. Buktinya, disaat perangkat daerah usai melakukan imput, tiba-tiba angka yang muncul berubah. Diduga ada yang sengaja menambah dan merubah angka yang diiput perangkat daerah.

Rudy juga menyatakan, TAPD Pemkot Bitung sudah berkerja semaksimal mungkin agar APBD Perubahan 2024 bisa disahkan. Namun kata dia, karena tidak didukung oleh segelintir oknum yang punya akses dalam penyusunan draf, semuanya jadi kacau.

“Ada indikasi draf APBD Perubahan sengaja dikacaukan agar terkesan perangkat daerah yang lamban mengimput,” katanya.

Selain itu, mantan Kepala Dinas PUTR ini menjelaskan soal kronologi penyerahan draf APBD Perubahan 2024 jelang batas waktu pembabahan di DPRD.

Menurutnya, TAPD Pemkot Bitung dari pagi sampai malam telah bekerja menyelesaikannya dan dari informasi draf sudah selesai dan tinggal di print pada pukul 21.00 Wita.

“Namun, sampai pukul 22.30 belum juga selesai. Saat saya menghubungi Bagian Keuangan, mereka beralasan Kabid lagi pulang ke rumah. Berulang kali dihubungi, oknum ASN memberikan alasan-alasan yang berbeda-beda. Hingga sampai pada pukul 00.00 Wita draf APBD Perubahan 2024 tak kunjung ada. Sehingga APBD Perubahan 2024 batal dibahas,” jelasnya.

Ketua DPRD Kota Bitung, Vivi Ganap menyatakan sudah berupaya untuk bersama-sama Pemkot membahas draf APBD Perubahan 2024. Namun sangat disayangkan, hingga pukul 00.00 Wita, kelengkapan pembahasan draf APBD Perubahan tak kunjung masuk.

“Sekitar pukul 11.30 Wita, draf APBD Perubahan 2024 dalam bentuk file Pdf sudah masuk. Namun tidak ada surat pengantar yang menjadi dasar melakukan paripurna pembahasan,” kata Vivi.
