Minut, VivaSulut.com – Kasus korupsi pengadaan lahan RSUD Maria Walanda Maramis Minahasa Utara, Sulawesi Utara tahun 2020, senilai Rp19,5 miliar, terus bergulir.
Tim Penyidik Kejaksaan Tinggi Sulawesi Utara telah menahan lima tersangka pada Senin (22/4/2024), inisial JK, selaku eks Sekretaris Daerah (Sekda) Minut, YM selaku eks pejabat di RSUD Maria Walanda Maramis, oknum S selaku pejabat pengadaan lahan, VL selaku eks Camat Airmadidi, ML oknum tokoh agama Minahasa Utara.
Para tersangka diduga secara bersama-sama, melakukan tindak pidana korupsi yang mengakibatkan kerugian keuangan negara sebesar Rp.19.763.500.000, menurut hasil perhitungan Badan Pemeriksa Keuangan Republik Indonesia (BPK RI).
Mereka diduga melanggar Pasal 2 ayat (1) jo Pasal 3 jo Pasal 18 UU No. 31 tahun 1999 tentang Pemberantasan Tindak Pidana Korupsi, serta Pasal 55 ayat (1) ke-1 KUHP.
Proses penahanan dilakukan berdasarkan Surat Perintah Penahanan Kepala Kejaksaan Tinggi Sulawesi Utara, dimana para tersangka ditahan di Rumah Tahanan Manado Kelas IIA selama 20 hari terhitung mulai tanggal 22 April 2024 hingga 11 Mei 2024.
Namun demikian, publik meyakini bahwa masih banyak sederet aktor intelektual yang belum terungkap, yaitu oknum-oknum yang menyetujui penganggaran pembayaran lahan tersebut.
Selain top eksekutif dan DPRD Minut, Tim Fasilitas Pengadaan Tanah untuk Pembangunan Sarana/Prasarana RSUD Maria Walanda Maramis di Kabupaten Minahasa Utara juga ikut disorot.
Data yang dihimpun VivaSulut.com, tim beranggotakan 16 orang itu, terbentuk lewat persetujuan Bupati Minut Vonny Panambunan dalam Surat Keputusan nomor 79 tahun 2020 tanggal 9 Januari 2020 tentang Pembentukan Tim Fasilitas Pengadaan Tanah untuk Pembangunan Sarana/Prasarana RSUD Maria Walanda Maramis di Kabupaten Minahasa Utara.
Nama-nama yang terlibat dalam SK tersebut adalah sebagai berikut:
Dari data tersebut, diketahui bahwa SK melewati tahapan pengecekan oleh 8 pejabat, sebelum akhirnya ditandatangani Bupati Minut.
Namun demikian, dari 8 nama, 2 di antaranya tidak membubuhkan paraf persetujuan yaitu Asisten Administrasi Umum, Rivino Dondokambey serta Wakil Bupati Joppy Lengkong.
Aktivis Minut William Luntungan yang sejak awal telah mengkritisi rencana pengganggaran pembelian tanah itu di tahun 2019, meminta Kejati Sulut tidak tebang pilih dalam penanganan kasus.
Menurut William Luntungan, 5 orang yang telah ditetapkan sebagai tersangka hanya ‘pion’ yang terpaksa menjalankan perintah atasan dan bukan oknum yang menikmati dana hasil korupsi.
“Kesalahan administrasi ditahan, penikmat miliaran rupiah masih di luar. Menunggu kloter (penetapan tersangka) selanjutnya,” ujar Luntungan.
Sementara, Tokoh Pemuda Minut Keni Oroh mengatakan, dengan adanya penangkapan 5 tersangka, ia merasa yakin Kejati Sulut mampu membongkar masalah korupsi tersebut.
“Kasus ini menandai langkah serius dalam upaya memberantas tindak pidana korupsi di Indonesia, dengan memberikan sinyal bahwa pelaku korupsi tidak akan dibiarkan lepas dari pertanggungjawaban hukum,” ujarnya.
