RDP ASN Bitung Menuntut Hak di DPRD.

Bitung, VivaSulut.com – Wacana penghapusan Tambahan Penghasilan Pegawai (TPP) bagi ASN Pemkot Bitung mencuat di Rapat Dengar Pendapat (RDP) terkait aksi damai ASN Bitung menuntut hak, Kamis (20/6/2024).

Wacana itu muncul di tengah desakan puluhan ASN dan sejumlah anggota DPRD untuk merealisasikan apa yang menjadi tuntutan para ASN di tengah kondisi keuangan Pemkot Bitung belum stabil.

Menurut Plt Inspektorat Kota Bitung, Febri Sambode, Anggaran Pendapatan dan Belanja Daerah (APBD) dengan belanja tidak seimbang sehingga mengalami defisit. Hingga berdampak pada tertundanya pembayaran tunjangan ASN.

Yang menata anggaran, kata Febri, Badan Anggaran (Banggar) DPRD bersama Tim Anggaran Pemerintah Daerah (TAPD).

“Harusnya, kalau teliti dan cermat APBD dan jumlah belanja seimbang,” kata Febri.

Sebagai Aparat Pengawasan Intern Pemerintah (APIP), Ia menyarankan Pemerintah dan DPRD duduk bersama untuk mengkaji kembali Peraturan Walikota (Perwa) soal Pemberian TPP.

“Kalau perlu dihilangkan saja TPP ASN. Agar supaya apa yang menjadi tuntutan ASN hari ini bisa direalisasikan,” katanya.

Dari kaca mata APIP, kata dia, pengelolaan keuangan diatur dalam Peraturan Pemerintah (PP) Nomor: 12 Tahun 2019.

Dalam pasal 58 ayat 1 menerangkan bahwa, Pemerintah Daerah dapat memberikan tambahan penghasilan kepada ASN dengan memperhatikan keuangan daerah dan memperoleh persetujuan DPRD sesuai dengan ketentuan peraturan perundang-undangan.

Ditambah lagi, pembayaran TPP dibayarkan sesuai dengan kemampuan keuangan daerah dan merupakan kewenangan penuh Wali Kota atas persetujuan Lembaga DPRD Kota Bitung.

“Jika kita melihat kemampuan keuangan daerah, khususnya Kota Bitung kita punya dasar TPP dihilangkan. Bahkan, dari hasil hitungan kami kalau TPP dihilangkan masih banyak sisa anggaran,” katanya.

Sementara itu, Ketua Komisi II DPRD Kota Bitung, Erwin Wurangian berharap tidak hanya ASN yang TPP-nya dihilangkan, tapi perjalanan dinas anggota DPRD memungkinkan untuk digeser.

“Kalau teman-teman anggota DPRD lain sepakat, memungkinkan untuk digeser,” kata Erwin.

Erwin juga membeberkan, dalam penyusunan APBD DPRD sudah teliti. Tapi, memang apa yang menjadi target-target dalam Pendapatan Asli Daerah (PAD) tidak tercapai.

“Kalau seperti itu kembali lagi ke kinerja ASN. Berarti selama ini belum maksimal ASN bekerja,” katanya.
