Ratusan Juta Pendapatan KM Tude Bocor, Perumda Bangun Bitung Gelar Investigasi Internal

Bitung, VivaSulut.com – Management Perumda Bangun Bitung masih terus melakukan investigasi internal terkait dugaan kebocoran pendaatan KM Tude.

KM Tude adalah salah satu bidang usaha yang dioperasikan Perumda Bangun Bitung untuk melayani penyeberangan ke Pulau Lembeh dengan suntikan subsidi dari Kementerian Perhubungan, namun tetap merugi.

Dari penelusuran, kebocoran pendapatan KM Tude terjadi di jumlah angkutan atau kendaraan yang diseberangkan. Per Februari 2024, pemasukan KM Tude hanya sebesar Rp91 juta sedangkan data angkutan yang diseberangkan harusnya menambah kas Perumda sebesar Rp133 jutaan lebih.

“Data ini yang sementara kami investigasi karena kebocoran pemasukan yang distor ke kas tidak sebanding dengan jumlah angkutan yang diseberangkan,” kata Direktur Umum dan Keuangan PD Bangun Bitung, Devan Pesak, Senin (29/4/2024).

Akibatnya, kata Devan, pengelolaan KM Tude merugi karena adanya pengurangan subsidi dari hasil pendapatan yang tidak sesuai dengan armada yang diseberangkan setiap bulan.

“Stas koordinasi dengan pihak balai, dimana kita ketahui bersama pada awal tahun telah terjadi defisit dan perlu ada pembenahan internal dengan pendanaan yang cukup. Sekarang kita sudah jalakan SOP pelaporan online yang diterapkan menyeluruh dan mengatur sistem audit,” katanya.

Devan juga menyampaikan soal dana peruntukan untuk biaya operational diikutkan ditermin bulanan yang sampai sekarang dari Januari-Maret 2024 belum masuk.

“Di Februari kita sudah ada dana masuk dari uang muka, tapi kita sudah distribusikan untuk normalisasi management secara keseluruhan termasuk gaji kru kapal dan management darat di Januari 2024. Termasuk juga tagihan-tagihan vendor BBM, ATK, perbaikan minor kapal dan Penyeleasaian Sertifikat Kapal dicover dana yang masuk Februari,” jelasnya.

Ia juga menyampaikan soal sistem pembiayaan subsidi per 2023 sampai dengan sekarang memakai sistem at cost. Tapi, kata dia, tidak semua cost bisa diakui karena ada pembatasan pembiayaan tiap item biaya.

“Sehingga bisa terjadi TGR per masing-masing item apabila melampaui target dan itu diperparah dengan terjadinya kebocoran pendapatan,” katanya.
