Sejumlah Pejabat Pemkot Bitung Hambat Pembayaran Tunjangan ASN

Bitung, VivaSulut.com – Upaya Wali Kota Bitung, Maurits Mantiri untuk merealisasikan pembayaran sejumlah tunjangan ASN yang tertunda, tidak mendapat dukungan dari beberapa pejabat Pemkot Bitung.

Buktinya, jelang akhir Oktober, Wali Kota melalui Sekretaris Daerah Kota Bitung, Rudy Theno sudah mengintruksikan ke tiap Kepala Perangkat Daerah (KPD) agar segera memasukkan berkas pembayaran tunjangan seperti TPP, Gaji 13, THR dan gaji THL/Pala dan RT.

Namun hingga, Jumat (8/11/2024), masih ada sejumlah KPD yang tak kunjung memasukkan tagihan pembayaran tunjangan tanpa alasan jelas.

Informasi itu disampaikan Pemerhati Pemerintahan, Muzaqhir Boven. Ia menyatakan, upaya Wali Kota merealisasikan keterlambatan pembayaran tunjangan ASN malah diabaikan oleh sejumlah KPD dengan tidak memasukkan berkas tagihan ke Badan Keuangan dan Aset Daerah (BKAD).

“Ini ada apa? Kalau begini, ada indikasi KPD yang belum memasukkan tagihan tunjangan memang sengaja menghambat proses pembayaran. Ujung-ujungnya, Pak Wali Kota yang difitnah, padahal memang KPD yang tidak mau memasukkan tagihan,” kata Muzaqhir.

Ironinya, keterlambatan proses pembayaran tunjangan ASN digiring dan jadi bahan komoditi politik di Pilkada. Padahal kata dia, pembayaran tunjangan disesuaikan dengan kondisi keuangan daerah, berbeda dengan gaji yang rutin dibayarkan setiap awal bulan.

“Malah ada ASN yang aktif di media sosial menyesatkan publik dengan opini tunjangan adalah gaji. Padahal tunjangan itu sama dengan bonus bagi ASN dan bukan gaji seperti yang diopinikan dan jadi bahan politik,” katanya.

Muzaqhir pun mendesak Wali Kota dan Sekretaris Daerah bersikap tegas terhadap pejabat atau KPD yang mengabaikan instruksi pembayaran tunjangan ASN.

Ia meminta agar tidak segan-segan mencopot pejabat yang membangkang, karena sudah jadi rahasia umum, ASN saat ini hanya bergantung ke tunjangan setelah gaji digadaikan di bank.

“Silakan umumkan ke publik KPD mana saja yang menghambat proses pembayaran tunjangan ASN agar masyarakat terutama para ASN bisa mengetahuinya,” katanya.

Informasi yang disampaikan Muzaqhir tidak ditampik Sekretaris Daerah Kota Bitung. Rudy menyatakan, jelang akhir Oktober, dirinya sudah menyampaikan ke semua KPD agar mempersiapkan berkas tagihan tunjangan sesuai intruksi Wali Kota.

“Memang sampai hari ini, masih ada beberapa KPD yang belum memasukkan berkas sama sekali dan BKAD masih menunggu,” kata Rudy.

Rudy juga menjelaskan, soal realisasi TPP untuk Agustus sudah 100%, tinggal September dan Oktober yang sementara dipersiapkan. Begitu juga tunjangan lainnya seperti Gaji 13, THR serta gaji THL/Pala dan RT sementara berproses.

“Sesuai instruksi pimpinan, semua tunjangan ASN termasuk gaji THL serta Pala dan RT akan dibayarkan secara bertahap menyesuaikan kondisi keuangan daerah,” katanya.
