Bitung, VivaSulut.com – Sejumlah ASN Pemerintah Kota (Pemkot) Bitung yang tergabung dalam ASN Bitung Menuntut Hak kembali menyudutkan Pemkot lewat media sosial.

Seperti sebelumnya, ASN ini mengklaim pemberian bonus dari pemerintah yaitu Tambahan Penghasilan Pegawai (TPP) dan lainnya adalah hak yang wajib dibayar oleh Pemkot Bitung.

Sekretaris Daerah Kota Bitung, Rudy Theno menyatakan, tindakan itu adalah bagian dari penggiringan opini karena sampai saat ini Pemkot masih berupaya untuk membayarkan TPP dan tunjuangan lainnya sesuai dengan kemampuan keuangan daerah.

“Jadi informasi yang disampaikan para ASN itu perlu kami luruskan sebab akibat dan apa yang terjadi sehingga berimplikasi hingga kenapa TPP tertunda. Ini kami pandang perlu, agar tidak berkembang opini liar di tengah masyarakat,” kata Rudy, Kamis (23/10/2024).

Kepala Bagian Keuangan dan Aset Daerah (BKAD) Kota Bitung, Frangky Sondakh, ikut memberikan penjelasan soal pembayaran TPP atau bonus dari Pemkot ke ASN sudah di bayar hingga Juli 2024.

“Ditambah dengan pembayaran TPP untuk THR dan Gaji 13 sudah di realisasikan. Intinya kami berupaya realisasikan hak pegawai. Dua bulan yang belum terealisasi yakni Agustus dan September 2024, karena castflow dari Pemkot Bitung masih belum mencukupi untuk merealisasikan,” jelas Frangky.

Franky berjanji, sesuai arahan Wali Kota Bitung, Maurits Mantiri, akan secara bertahap merealisasikan, dalam proses tahun anggaran berjalan.

Kemudian lanjutnya, untuk sertifikat guru 50% penerima di 2023 belum realisasi karena, harus ditata dalam Anggaran Pendapatan dan Belanja Daerah (APBD) Perubahan tahun 2024.

Karena APBD Perubahan tidak dibahas, pihaknya akan tata di pergeseran sesuai kewenangan oleh aturan Permendageri Nomor: 77 sebagai kegiatan mendesak.

Ia juga memberikan penjelasan tentang hak-hak apa saja untuk ASN. Seperti Gaji 13 dan Gaji 14 atau THR, di tahun sebelum penyusunan anggaran di tata 50% untuk TPP Gaji 13 dan THR sesuai amanat aturan.

“Dalam aturan itu, diamanatkan kepala daerah dapat memberikan 50 persen, karena itu di tata dalam APBD 2024 dan dalam tahun berjalan 2024 ketika keluar PP terkait Gaji 13 dan THR 2024, diamanatkan gaji dan komponen TPP kepala daerah dapat dibayarkan. Karena itu pemda ambil kebijakan anggaran pembayaran gahi 13 untuk TPP belum di tata akan dipulihkan dalam pergeseran anggaran,” jelasnya.

Sementara itu, Inspektur Bitung, Febri Sambode, indikator atau ketentuan yang mengatur terkait pemberian TPP, ada dalam PP nomor: 12 tahun 2019 tentang Pengelolaan Keuangan Daerah.

Ia menjelaskan, dalam pasal 58 ayat 1 TPP untuk pegawai dengan besaran atau nominal berbeda menyesuaikan dengan pangkat, jabatan atau golongan dapat diberikan sesuai dengan kemampuan keuangan daerah.

Jika kemampuan keuangan daerah tidak mampu, sehingga satu diantara yang harus di kaji adalah pemberian TPP.
