Bitung, VivaSulut.com – Ketidaknetralan sejumlah ASN Pemkot Bitung di Pilkada 2024 bukanlah hanya isapan jempol belaka. Selain mereka terang-terangan hadir di kegiatan relawan Paslon, juga berani berfoto dan mengupload di media sosial kegiatan bersama Paslon.
Seperti yang kembali ditinjukkan sejumlah pejabat Pemkot Bitung tanpa gentar berfoto dengan salah satu Paslon gubernur nomor urut 2, Elly E Lasut.
Foto itu beredar dan informasinya, foto diambil di kediaman Paslon di wilayah Kota Manado. Dalam foto nampak sejumlah pejabat yang sudah femiliar karena selama ini dikabarkan juga aktif mendukung salah satu Paslon di Pilkada Kota Bitung.
Dalam foto itu nampak beberapa pejabat Pemkot Bitung, diantaranya Kepala Bidang Dinas Pariwisata, Kepala Bidang Satpol PP, Kepala Bidang Kesbangpol dan Sekretaris DLH.
Pemerhati pemerintahan Kota Bitung, Muzaqhir Boven menyatakan tidak kaget dengan tindakan para pejabat yang berfoto dengan salah satu Paslon gubernur.
Menurutnya, pejabat yang fotonya beredar bersama Paslon gubernur hanyalah sebagian kecil pejabat dan ASN Pemkot Bitung yang menjadi buah bibir karena tidak netral.
“Jadi, kata netralitas ASN di lingkup Pemkot Bitung itu hanya bualan semata. Hampir setiap hari publik dipertontonkan dengan ulah-ulah para ASN berpolotik praktis dan foto yang beredar hari ini hanyalah contoh kecil,” kata Muzaqhir, Rabu (16/10/2024).
Muzaqhir menyatakan, keberanian pejabat atau ASN menunjukkan ketidaknetralan di Pilkada dikarenakan tidak ada tindakan tegas dan aturan soal netralitas ASN hanya bahan untuk menakut-nakuti semata.
Padahal kata dia, netralitas ASN adalah prinsip yang mengharuskan ASN untuk tidak berpihak kepada partai politik atau calon tertentu dalam setiap proses pemilihan umum, termasuk Pilkada
“Netralitas ini penting untuk menjaga profesionalisme dan integritas ASN sebagai pelayan publik yang bekerja untuk kepentingan seluruh masyarakat tanpa diskriminasi,” katanya.
Dasar hukum, lanjutnya, sangat jelas. Yakni Undang-undang Nomor: 5 Tahun 2014 tentang ASN: Pasal 2 menyatakan bahwa setiap pegawai ASN harus patuh pada asas netralitas dengan tidak berpihak dari segala bentuk pengaruh manapun dan tidak memihak kepada kepentingan tertentu.
Juga, Peraturan Pemerintah Nomor: 94 Tahun 2021 tentang Disiplin Pegawai Negeri Sipil: Mengatur larangan bagi ASN untuk memberikan dukungan kepada calon dalam bentuk apapun, termasuk ikut kampanye, menggunakan atribut partai, atau menggunakan fasilitas negara untuk kepentingan politik.
“Kami minta tindakan pejabat atau ASN ini segera dihentikan agar tidak menciderai proses Pilkada yang sementara berjalan,” katanya.
Salah satu pejabat yang ikut berfoto dengan Paslon gubernur nomor 2, Altin Tumengkol membenarkan jika dirinya bersama pejabat Pemkot lainnya menyambangi kediaman Paslon.
“Kami datang ke beliau (Elly, red) untuk membawa proposal terkait kegiatan natal dan bakti sosial yang akan di laksanakan tanggal 1-2 Dessember. Kami tergabung dalam Ikatan Mantan Camat, Lurah dan ASN Wilayah Bitung,” kata Altin.
“Ke yang lain (Paslon lain,red) juga akan dibawa proposalnya. Menyesuaikan waktu penerimaan dari beliau-beliau,” katanya.
