Anggota DPRD Bitung Bersorak APBD Perubahan Tak Diketuk, ASN: Tak Ada Hati

Bitung, VivaSulut.com – Puluhan ASN Sekretariat DPRD Kota Bitung tertunduk lesu saat mengetahui draf APBD Perubahan 2024 gagal dibahas oleh TPAD Pemkot Bitung dengan DPRD, Senin (30/9/2024) malam.

Padahal, dari pagi hingga malam, puluhan ASN ini bahu membahu membantu agar proses pembahasan draf APBD Perubahan 2024 bisa berjalan lancar.

Namun, hingga batas waktu yakni pukul 00.00 Wita, Ketua DPRD Kota Bitung, Vivi Ganap bersama Wakil Ketua DPRD Kota Bitung, Keegen Kojoh tak kunjung mengetuk palu sidang bertanda proses pembahasan draf APBD Perubahan dimulai.

Ironinya, disaat waktu menunjukkan 00.00 Wita, sejumlah anggota DPRD yang menunggu paripurna pembahasan draf APBD Perubahan dimulai, spontan bersorak dan bertepuk tangan kegirangan.

Riuh tepuk tangan anggota DPRD itu kontras dengan sikap ASN yang hanya bisa tertunduk lesu mematung di sudut ruang paripurna.

“Tak ada hati,” ketus sejumlah ASN menyaksikan anggota DPRD bertepuk tangan.

Para ASN ini mengaku, di APBD Perubahan 2024 ada kesejahteraan ribuan ASN Pemkot Bitung termasuk Sekretariat DPRD yang perlu dianggarkan.

Sehingga, mereka menilai anggota DPRD hanya mementingkan kepentingan politik dan tidak peduli dengan penataan anggaran kesejahteraan ASN di APBD Perubahan 2024.

“Di APBD Perubahan bukan hanya kesejahteraan kami, tapi juga masyarakat Kota Bitung. Tapi sayang para anggota DPRD lebih fokus bermain intrik politik,” katanya.

Sekretaris Daerah Kota Bitung, Rudy Theno menyatakan, TAPD Pemkot Bitung sudah berkerja semaksimal mungkin agar APBD Perubahan 2024 bisa disahkan. Namun kata dia, karena tidak didukung oleh segelintir oknum yang punya akses dalam penyusunan draf, semuanya jadi kacau.

“Ada indikasi draf APBD Perubahan sengaja dikacaukan agar terkesan perangkat daerah yang lamban mengimput,” katanya.

Selain itu, mantan Kepala Dinas PUTR ini menjelaskan soal kronologi penyerahan draf APBD Perubahan 2024 jelang batas waktu pembabahan di DPRD.

Menurutnya, TAPD Pemkot Bitung dari pagi sampai malam telah bekerja menyelesaikannya dan dari informasi draf sudah selesai dan tinggal di print pada pukul 21.00 Wita.

“Namun, sampai pukul 22.30 belum juga selesai. Saat saya menghubungi Bagian Keuangan, mereka beralasan Kabid lagi pulang ke rumah. Berulang kali dihubungi, oknum ASN memberikan alasan-alasan yang berbeda-beda. Hingga sampai pada pukul 00.00 Wita draf APBD Perubahan 2024 tak kunjung ada. Sehingga APBD Perubahan 2024 batal dibahas,” jelasnya.

Dilansir dari berbagai sumber APBD perubahan adalah upaya pemerintah daerah untuk menyesuaikan rencana keuangannya dengan kondisi riil yang ada di lapangan.

Perubahan APBD bisa dilakukan karena beberapa hal, seperti:
– Perkembangan yang tidak sesuai dengan asumsi KUA, misalnya karena adanya pandemi
– Estimasi penerimaan dan/atau pengeluaran dalam APBD mengalami kenaikan atau penurunan lebih besar dari 50%.

Perubahan APBD didasarkan pada dokumen-dokumen Perubahan Pelaksanaan Anggaran SKPD. Dokumen-dokumen tersebut kemudian digunakan sebagai dasar untuk menyusun Rancangan Peraturan Daerah tentang Perubahan APBD.
