Seleksi Calon Anggota KPID Sulut, Timsel Diminta Pertimbangkan Nama Pengasihan Amisan

Manado, VivaSulut.com – Proses seleksi Calon Anggota Komisi Penyiaran Indonesia Daerah (KPID) Provinsi Sulawesi Utara (Sulut) periode 2024-2027, menjadi perhatian publik.

Keikutsertaan incumbent Pengasihan Amisan atau yang akrab disapa Bung Santo, disorot usai kasusnya tahun 2023, yang diberhentikan sebagai tim seleksi calon anggota Bawaslu Provinsi Kalimantan Utara.

Saat itu, Amisan dinyatakan lolos lewat pengumuman Badan Pengawas Pemilihan Umum Republik Indonesia (Bawaslu RI), nomor: 220/KP.01.00/K1/03/2023 tentang Pembentukan Tim Seleksi Calon Anggota Bawaslu Provinsi di 29 Provinsi Periode 2023-2028.

Sayangnya, Pengasihan Amisan didapati masih sebagai berstatus anggota partai politik, yaitu sebagai bahkan pengurus Partai Garuda yang pernah ikut Pemilihan Legislatif tahun 2019 di Sulawesi Utara.

Olehnya, anggota KPID Sulut itu diberhentikan dari tugasnya sebagai Tim Seleksi Calon Anggota Bawaslu Provinsi Kalimantan Utara.

“Kader partai, atas nama Pengasihan Santo, bahkan pengurus Partai Garuda yang pernah ikut Caleg di Provinsi Sulawesi Utara malah dijadikan sebagai Timsel pada seleksi Bawaslu Kalimantan Utara. Ini jelas melanggar kode etik,” ujar Hidayat Samaun, Koordinator LSM Transparansi Sulut saat itu.

Kasus tersebut rupanya kembali disinggung, usai informasi Pengasihan Amisan yang kembali mendaftar sebagai calon anggota KPID Sulut periode 2024-2027.

“Iya, malam besok (10/6/2024) ada pengumuman. Peserta bernama Pengasihan Amisan akan diumumkan lolos,” ujar sumber resmi VivaSulut.com, Senin, (9/6/2024).

Menurut sumber, Amisan dianggap tidak memenuhi syarat sebagai calon anggota KPID Sulut, sehingga Tim seleksi perlu untuk mempertimbangkan nama tersebut.

“Sewajarnya, ketika terbukti sebagai anggota partai politik dan diberhentikan sebagai tim seleksi, saudara Pengasihan Amisan juga harus diberhentikan sebagai anggota KPID Sulut pada periode 2021-2024 dan mengembalikan gaji serta fasilitas yang diterima selama ini. Karena menjadi anggota KPID harus nonpartisan. Tapi mungkin saat itu tidak ada yang melapor,” ujar sumber yang meminta namanya tidak dipublikasikan.

Secara terpisah, Pengasihan Amisan ketika dimintai keterangan, Selasa (10/6/2024) menyebutkan, untuk seleksi KPID, tidak ada aturan jangka waktu keterlibatan dalam partai politik.

Ini berbeda dengan syarat untuk mendaftar anggota KPU maupun Bawaslu yang memiliki syarat minimal 5 tahun tidak sebagai anggota parpol.

“KPID tidak ada syarat 5 tahun sebelumnya seperti syarat KPU atau Bawaslu harus ada syarat minimal 5 tahun jadi saya mendaftar waktu itu sudah memenuhi syarat pengunduran diri,” kata Santo.

Terkait pemberhentian sebagai anggota Timsel Bawaslu Provinsi Kalimantan Utara, Amisan membenarkan bahwa ia terdaftar sebagai caleg di tahun 2019.

“Sejak tahun 2018 sebelum pemilu dimulai masih dalam tahapan konsolidasi, saya sudah mengajukan pengunduran diri di parpol. Namun karena berkas saya sudah terlanjur dimasukkan saat itu, maka saya masuk daftar caleg di partai tahun 2019. Tapi di Timsel tidak ada ruang pembelaan waktu itu, sehingga saya menghargai keputusan Bawaslu RI (pemberhentian,red),” ujarnya.

Secara terpisah, Pakar Hukum Toar Palilingan ketika dimintai tanggapan terkait persyaratan umum calon anggota KPID Sulut, dimana poin 5 berbunyi: ‘Berwibawa, jujur, adil, dan berkelakuan baik tidak cercela’, menyebutkan bahwa hasil dari proses seleksi KPID Sulut merupakan kewenangan tim seleksi, sesuai dengan tingkatan tahapan.

Namun begitu, masyarakat memiliki ruang untuk memberikan masukan.

“Timsel kan dipilih berdasarkan kredibilitas, berintegritas dan tentu punya kapasitas mumpuni terkait masalah penyiaran yang akan menyeleksi komisi penyiaran. Namun masyarakat dapat memberikan pandangan, tanggapan, berhubungan dengan persyaratan umum, sehat secara jasmani rohani. Jadi kepedulian, kejujuran dan lain-lain, ada tolak ukur, biasanya adalah tanggapan masyarakat,” ujar Palilingan.
